From what I can ascertain Hong Kong started the sequence of AA#### followed by AB####, AC#### etc then BB, BC, and so on (They didn't us BA to start with but since have auctioned them) in 1958. With this in mind and 9999 numbers for each prefix, it seems likely that AP was issued some time in the 60's. One note I have seen, says AD was being issued in the early 60's, so possibly later in the 60's for an AP prefix, probably not many years before that tax disk must have been issued.
