Some ice cream tubs provide nylon like material for making washers; likewise some Chinese take-aways come in nice strong nylon like tight lidded boxes ; very useful for putting bits in as you dismantle things. I have quite a few but still nearly run out when taking  some things to bits.  The moral - eat more ice cream and Chinese. 
Plumbers outlets also useful for various washers for sealing.

Anorak observation...O rings are round and have a round cross section (or sometimes square/oblong)...what is being discussed here are washers which are round, yes, but have a flatter cross section.

The new Nippy tanks come with screw on caps and have an O ring captive by the thread at the top....presumably the O ring just fits nicely around the threaded neck and gets slightly squashed by the inner cap top to further seal.
(thoughts...so how does air get in to allow petrol out  Dodgy)

I've been meaning to answer the original question but busy getting ready for Morton, our RN front mounted tank has a cork washer as a seal.
