Yes, I believe the short tail pipe should point inwards, and I've seen period pictures showing exactly that. The one on our chummy has always pointed outwards though, but where this came from is lost to the mists of time.

The original swb silencer box incorporated the tailpipe, which faced downwards and inwards.
Virtually all aftermarket boxes were sold separately to a tailpipe, which could be fashioned in whatever way you preferred, and it seems to have become the accepted norm over the years to have it exiting at right angles, in front of the nearside rear wheel.

From a safety aspect it's better to have the end of the tailpipe ouside of the vehicle, whichever format you're using, so as to avoid the possibility of exhaust fumes being drawn back into the vehicle.
