The geometry of the front brakes is not perfect.
The balls of the brake lever should be directly under the kingpin axes, so everything says in the same relative position as the wheels swivel, but they never are.
So the brakes come on a bit as the wheels turn to full lock, an increasing amount as the cable is adjusted to take up the wear.
