My Arrow is not light at the rear especially with the spare wheel hanging out there. When I first got her back on the road she was unusable as the rear wings would bottom out on the slightest of kerb or speed hump. I replaced the rear springs with new sports ones from Ian Dunford and also cut 30mm out of the (freshly painted) wings 
I still have to replace the front spring but I suspect the rear will still be low relative to the front when I do.
Its likely the previous owner had similar issues so it may pay to. One, consider new springs for the rear and two, consider getting ones either stiffer or with more camber than the standard Dunford sports springs.
