Yes, I believe the short tail pipe should point inwards, and I've seen period pictures showing exactly that. The one on our chummy has always pointed outwards though, but where this came from is lost to the mists of time.

All cars and pictures I have seen show the short tailpipe facing out in front of the rear wheel.
