This bolt/set screw is the distributor earth point for contact breaker points. If the area get dirty or the spring becomes weak, it may cause misfiring. Common practice to have additional earthing cable from distributor body to a good earth. There should be a plain washer on the top of the spring under the head of the bolt.

The fitting is a small coil spring and a plain washer.
