The brake drum and wheel must seat without a layer of congealed grease or thick soft paint. The brake drum setescrews must be below surface. if the wheels are worn the nuts must not bottom before clamping. Some metal can often be removed. It is generally recommned that wheel nuts are dry although I have always lubricatedn with a trace of light grease, after brushing away the old. Hopefully the studs not very stretched as so many are, visible from the thread pitch at root.
