I think in my quick measurements there was only about 1 inch of up/down on the end of the end of the throttle bar. I figured the only way to get it exactly right was make up some temporary attachment to the carb spindle to see how to translate the full to floor throttle pedal movement into the nearly 90 degree carb spindle rotation needed to be wide open. My thinking was match WOT with pedal to the floor then the pedal up position will limit itself to the butterfly closed position if you get what I mean?
