My RN has a small taper pin holding the "dog clutch" onto the throttle cross shaft. Has the lever at the bottom of the steering column slipped round a bit? It is true that the lever on the cross shaft is free to rotate and then come up hard against the "dog clutch". Either the pin has dropped out or the lever at the bottom of the column has slipped.
