Is this the same situation as at the rear brake lever? I have a feeling I've thus drilled there when I shouldn't have...
Maybe the old, solidified lubricant can be "boiled " out of the Oilite with mild heat? The problem is that the surface grains of the sintered material become distorted when the bush wears, bending over and blocking the oil pathways through, onto the bearing surface. This is the same reason that the bushes should not be reamed, as Bob Culver has pointed out.
Most of the post vintage axle casings with Oilite bushes are completely snafu. Replacement sintered bronze bushes are available for these but how they should be fitted when reaming is not allowed - I don't know.
