I thought the same. The bolt stops the static bracket from bending.

That's why I inquired about:
"I don't understand the need for the "bearing" Howard. Only for not allowing the bolt to rub directly on the shaft?"

Indeed resting against the bracket seems a much simpler and effective solution to me too.

On the OS the brace pressing against the bracket is preferable, but on the NS, where it needs to pull, the only simple option (unless one can fabricate a rather more complicated clamp to fit around the bracket) is to pull against the tube.

On my Austin 7 chassis in 1955 I fitted the offside bolt support as detailed in the Pre War magazine.

On the near side I fitted a bolted on strip angled down from the chassis behind the hanger having the end turned at right angles with a concave tip to brace the hanger.

Could be still fitted.
