Cold and wet can mean there are tiny droplets of liquid water in the air as in foggy weather. In my experience these conditions can be the best for smooth running and a bit more power.

That is always evident in my ORT and it makes me wonder why the Automotive industry never embraced a venturi  injecting a fine water mist into the mix... but we have discussed this before.

I recall that water injection into the inlet manifold was available as an after-market kit back in the 1970's.
