As I understand it, it is applied to new wood without water proof coatings (I guess tanilised is ok), It alters the surface structure of the wood to protect against rot - That's all I read from the blurb except that it has been on the market for 60 years in Canada and adopted by the Canadian state authorities, so that was good enough for me. I never saw that sort of disclaimer on any other treatment including creosote !
