The mayor in the passenger seat (assuming from the chain of office) looks like a slimmer version of Oliver Hardy.

I looked at this and briefly thought the three blokes behind the car are in a "who looks least like
paddington" contest, with the labels tied to their lapels. Then I thought no wonder the mayor has such a smirk, Amy is changing gear with his right knee. Then I noticed that there are actually three people in the car and the one to the left of the mayor is wearing a Diddymans hat, which morphs into the jumper of another bloke in the crowd.
I might need a lie down, but could someone explain what is going on here?
