ls this be from a marine environment?  what gears are there, just forward/reverse ? Does nor appear to have capacity for a clutch.

I would guess a light car from the early 1920s; the drum is a transmission brake, and presumably the gearbox is located separately from the engine and clutch. The 'quality' of the gearchange lever suggests a relatively cheap car, but it's probably a proprietary unit which may be common to a number of vehicles.
