Yes they can and it can. Loop the spring belt around the propshaft and hold the ends firmly, one in each hand. Unwind the spring 2 or 3 turns and put the ends together. The tension you have put in the spring should cause it to do itself up and stop it coming undone again. Check by trying to undo the spring - if you can't, it should be OK. Check the pulleys are aligned so that the spring belt doesn't rub on the flanges of the pulleys.
