Thanks for this thought. However, when I dismantled the motor, I soaked the washers in oil for about 24 hours and they are nice and supple. They form a good seal with the walls of the cylinders.

If you are using original leather washers they are probably no good. They often crack or split around the metal plate. This will cause it not to work.

If your washers are ok your valve is probably the problem. Check it is sealing to the body of the pump.
