Can somebody tell me please, what is the purpose of the two tiny holes on the upper edge of the wheels. Is it to let out any water that may get inside of the tyre.

Since, the rim edges are hollow where the metal is turned over, I think the holes are to let out any water that manages to find its way in, otherwise it would slosh about and cause long term corrosion.
