I seem to remember that old glass and/or ceramic car fuses were rated at the amps that would blow them instantly, but modern car 'blade' fuses are rated at what they can stand constantly.

Lighting fuse wire has been 8 amps for at least 50 years - we have quite different three pin plugs without fuses also.
