My recent rebuilds of C35M dynamos support Dave's suggestion of 2000+ rpm for a few minutes. This allows sufficient voltage to be  generated in the field windings to generate a strong magnetic field. You will feel the resistance to the drill as it starts to generate its full output.

Tried 2500 rpm for 5 minutes.

I agree Tony. There is only so much you can do on the forum. It would be different if we had the Dynamo on the bench in front of us.
