Does the starter motor switch/assy sit on top of the band that covers the commutator/brushes or should the band have a cutout to allow the switch to fit on the starter motor body ?

No. It doesn't. My starter has its original brush cover and my starter switch rest on top of it.

If you take the band off make sure you remove the switch as well.
The reason is that the band has a half moon cut out which fits around the copper contact on the starter motor.
If the band is fitted incorrectly it can cause a dead short when you operate the starter switch.
Refit the band making sure it is not touching the copper contact then re fit the switch.
