DVSA vehicle examiners currently record any tyres fitted to trucks they examine which are over 10 years old and have stated that they will then contact the vehicle operator and investigate their tyre management policies. The inference being that any operator that can't produce a satisfactory tyre management policy may then become subject to enforcement action. 

This is directly a result of representations made to DfT by tyre manufacturers and suppliers.
I suppose it depends on your view of Industry !

It is possible that the tyre industry (which I suspect knows a bit about tyre safety) is attempting to introduce some sanity into the discussion about tyre life .

Or do you belive that the annual safety checks for motor cars (such as your MOT ) are just a grab for business by the vehicle  manufacturing industry.

If it stops "alligator teeth " appearing on the carriageway I'd suggest it is more about safety. An RTA can cost tens of thousands to clear up (without taking death into account).

Overall, Sevens obviously pose a significantly smaller threat than lorries. Given the number of lorries on our roads and the miles they cover, any tyre problem they have is likely to out weigh that from Sevens by a large factor? In the UK, half a million lorries travel a total of over 10,000 million miles a year. If there are as many as 5000 Sevens travelling an average of 200 miles a year, that would give a total of 1 million Seven-miles per year, a factor of 10,000 less just in terms of miles covered. They are also much lighter and slower.

However, the risk to an individual Seven owner from tyre failure when the road is not trivial - hence the need to look after and replace our tyres when needed.
